One possible disadvantage of the form with PUBLIC only is that it can't be used in XML so you can't easily preserve the versioning information marked this way into the XHTML serialisation. You could of course make it well formed XML again by adding a random system identifier eg "" or about:legacy-compat but it may be clearer if the SYSTEM rather than public identifier were used, eg <!DOCTYPE html SYSTEM "about:HTML-20100401"> <!DOCTYPE html SYSTEM "about:W3C-HTML5"> or something....
