Maybe it would be good to mention that there's a reason why we have 
public-html-wg-announce@w3.org:

"List Purpose: announcements of surveys, drafts, formal propsals, and 
other important HTML WG business." -- 
<http://lists.w3.org/Archives/Public/public-html-wg-announce/>

So reading public-html but not public-html-wg-announce is exactly the 
wrong thing to do.
