Your concepts are something that  that the AUWG, UAWG, and PFWG may
certainly want to consider  in thier response to our "Request for
review of alt and alt value for authoring or publishing tools" [1].
To advance your ideas to the tool experts, email the wai-xtech list
[2] (and cc the other's in the "to" field of that message).
