html4 loose dtd

I'm not sure posting in the right list, but I'm wondering why, in the 
html 4 loose dtd (http://www.w3.org/TR/html4/loose.dtd), line 30sq, one 
can read:

<!ENTITY % HTML.Version "-//W3C//DTD HTML 4.01 Transitional//EN"
  -- Typical usage:

and not something like:

<!ENTITY % HTML.Version "-//W3C//DTD HTML 4.01 Transitional//EN">
<!-- Typical usage:
