I suspect the problem to be the definition of "unique formatting" - I rather used it to describe at least formatting that is "incalculably unique on a per-site basis" and where it doesn't mean any advantage to introduce an ID or class. For example, when it comes to image measurements. That isn't solved by scoped style sheets, either.
