<col> as child of <table> (detailed review of Semantics)

(This is part of my detailed review of the Semantics and structure of HTML  
elements section.)

Shouldn't the <col> element be allowed as child of the <table> element for  
the same reason <tr> is (i.e., for compat with XHTML 1.0 and for ease of  
authoring in the XML or DOM case)?
