(This is part of my detailed review the parsing algorithm.)

The spec says:
> An end tag whose tag name is "p"
>     If the stack of open elements has a p element in scope, then  
> generate implied end tags, except for p elements.

Anne pointed out (correctly, I think) that the "generate implied end  
tags, except for p elements" is always a no-op.
