Refiling EFF's formal appeal to the Director's decision on EME

Dear Jeff, Tim and AC colleagues,

As noted in last week's email, EFF withdrew its formal appeal to the
Director's decision to dismiss the objections to EME's publication for
purely process reasons (I've been teaching all week at UCSD), and today,
we refile our objection.
