RE: ACTION-84: (really rustamk) to update uses cases and arrange for further discussion

https://www.w3.org/Bugs/Public/show_bug.cgi?id=22135 and I believe https://www.w3.org/Bugs/Public/show_bug.cgi?id=22137 were RESOLVED as WONTFIX in MSE since the underlying request is an HTML5 feature request.

I believe https://www.w3.org/Bugs/Public/show_bug.cgi?id=21333 was lumped in the above two other bugs.

The HTML5 bug https://www.w3.org/Bugs/Public/show_bug.cgi?id=22785 has NOT yet been processed or resolved.  I recommend that proponents of the requirements here approach the new Web Platform WG to escalate the feature request in 22785.

I raised a number of these issues over 2 years ago as Bugzilla entries #22135, #22137 and #21333. Unfortunately they were resolved either WONTFIX or LATER.

I have updated the use cases for general alternate content manipulation during video playback, as part of the following wiki page:

There are seven scenarios that are described, the scenarios described can handle majority if not all possibilities of current alternate content. The scenarios are very generic and should be a good point of discussion.
