CfC: Decide that MSE ISSUE-21 is a V.Next feature

The Media Task Force is issuing a Call for Consensus to decide that MSE ISSUE-21 is a V.Next feature.  This means that this feature will NOT be added to the current MSE Recommendation track specification [1].



This matter was discussed at the recent Media Task Force F2F meeting:

Silence will be taken to mean there is no objection, but positive responses are encouraged.  If there are no objections by Monday November 16, this resolution will carry.
