This is a work item bug for removing the "Need a way to convey error
information." issue box from 'Append Error' algorithm section. It isn't clear
at this point what information would actually be useful to report. The plan is
to remove this issue from the spec for now and then open a new bug for adding
error reporting based on implementation & authoring experience.
