please add "work in progress" as appropriate to references

I in the references section 
(http://dev.w3.org/html5/spec/references.html#references ) I see:

[COOKIES]
    HTTP State Management Mechanism, A. Barth. IETF, August 2009.

When I follow that link, I see:

  It is inappropriate to use Internet-Drafts as reference
   material or to cite them other than as "work in progress."

So please add "work in progress" to the [COOKIES] citation and all other 
Internet Drafts
and W3C WDs. I don't know if it's critical for CRs... well, yes, I see
"It is inappropriate to cite this document as other than work in progress."
in http://www.w3.org/TR/CSS/

So please add it to CRs too.
