'sinf' boxes are required even though 'pssh' boxes are not. I don't know that
we need to place any additional restrictions on CENC content. 

User agents could also tell that encryption is present when they run into
'tenc' boxes in the content, or the SampleGroupDescriptionBox 'sgpd' could
contain this information as well.
