th@abbr should increase the likelyhood the table is a non-layout table.

It seems possible to suggest an algorithm for when tables are layout vs
non-layout tables. For instance, the spec currently says that a <th> is
indication that the table is a non-layout table. If the <th> *also* has an abbr
attribute, then that increases the likelyhood that it is a non-layout table.
