[Bug 24591] Make W3C HTML5 spec clearly and correctly state that table@border is obsolete & invalid (nonconforming)

The first report of the validator not accepting @border apparently came on the
5th of february:

At the very least per the 13th of January, @border was still listed as a
content attribute:

Since then it was silently removed from that list on both HTML5 and HTML51 - I
don’t know in which commit.

But it places Mike’s first statement, that the spec ”give the impression to Web
authors that the table border attribute is valid when in fact it's not”, in
perspective.
