This should presumably also be fixed everywhere else  XHR, WebRTC, Web Audio,
wherever else we have event handler IDL attributes.

Anyone want to file bugs on those? (If nobody has commented by the next time I
get to this bug, I'll reassign it to Anne to do XHR and then he can hand the
bug off on to whoever next needs to fix their spec.)
