Wait a second, according to Steve Faulkner[1] this one is already covered under
an issue, with a call for proposals. And there are several proposals. 

No decision was made. 

Isn't the procedure to have call for proposals, and then have a survey,
followed by some kind of decision? 

Isn't there anything approaching a consistently applied procedure in place?
