Before we continue the farce and take this to tracker issue, I remember that
the co-chairs set deadlines for significant (non-editorial) changes to the
text. And if I remember correctly, we're after that deadline.

Co-chairs, isn't there a process in place right now to ensure an orderly move
to Last Call? Aren't there deadlines in place regarding just such an edit as
this?
