Change Description: no spec change
Rationale: <b>, <u>, <i>, and <s> are already allowed.  There are other bugs
open asking to re-allow some of the other things you ask for, like bug 11812. 
If you would like further legacy presentational features to be reallowed in
HTML, please give a specific explanation of why you would like each feature and
why you don't want to use CSS instead.
