I don't understand the subject matter well enough to resolve this, and it seems
like none of the other editorial assistants do either (or they're not
interested).  I suspect the eventual resolution will be WONTFIX, so I'll raise
the priority to P1 to get the process moving faster, per the PriorityRequest
keyword.
