[Bug 8008] The plus-sign case fails to say "If position is past the end of input, return an error" after it advances position, and so the next character used in step 8 may be undefined from bugzilla@wiggum.w3.org on 2009-10-23 (public-html-bugzilla@w3.org from October 2009)
