Nick, I don't understand what your proposal is, apparently.  Case-insensitivity
in HTML has to do only with parsing the HTML.  Parsing it using Unicode
case-insensitive comparisons would mean that <script> tags could be snuck past
filters, that you'd have to define exactly what you mean by "case-insensitive
comparison" very precisely.  There seem to be no benefits to doing this, and
numerous drawbacks.

So maybe you were suggesting something else?

I think your case would be helped by a clear succinct description of your
proposal instead of long-winded generalities...
