Is that what you meant? It doesn't seem to have a 4.10.15. This one does:
   http://www.whatwg.org/specs/web-apps/current-work/#form-submission-0
...so I presume you mean that.

I don't really understand what you mean, though. As far as I can tell, the spec
covers all the submission and retrieval steps in an unambiguous manner (with
one exception, out-of-encoding characters, but that's a separate issue). Are
you sure the problem you describe isn't a server-side issue?
