Although I would personally prefer different identifier in DOCTYPE, I agree
with Ian that vote on this is overkill. After all, such vote can lead to even
less reasonable identifier then currently proposed in spec.

This issue was raised because it was not always possible to reasonably easy 
generate HTML5 with XSLT. This is now possible, so I agree with Ian that issue
is fixed.
