In accordance with both the W3C process's requirement to record the group's
decision to request advancement [1], and with the steps identified in the
"Plan 2014" CfC [2], this is a Call for Consensus

(CfC) to request transition to Proposed Recommendation for the following

There were two minor changes made to the CR specification as the result of
implementation experience:

The CR implementation report with test results can be found at [4].

 

Note: The Director has ruled [5] on the Formal Objection [6] about whether
this document should be on the Recommendation track.  Objections to this CfC
on the grounds raised in the Formal Objection [6] are now out of scope and
should be taken up via your AC Representative and/or the W3C Director. 

 

Silence will be taken to mean there is no objection, but positive responses
are encouraged. If there are no objections by Friday November 7, this
resolution will carry.

 

Considerations to note:

 

- A request to advance indicates that the Working Group believes the
specification is stable and appropriate for advancement to Recommendation
status.
