RE: to publish “HTML 5.1" and "Canvas Level 2" heartbeat Working Drafts

The code example for dashed lines is in the wrong section and it's description needs an update. It is now correct in the nightly builds. I submit that we should move the code, and update the description before publishing. Other than that, it looks good.
