These bugs are now resolved.

At this time, the chairs would like to give members of the working group 
an opportunity to update the rationale statements previously provided. 
At the current time, we have two:

Please respond by 20 November, 2013, either with an updated rationale, 
an indication that no updates are needed, or with a request for more time.
