If work is starting on the proposed footnote spec, now would be a good time to move the work to the Web Incubator CG [1]. One of the requirements for a spec to be migrated onto the recc track is for it to demonstrate wide support from the community and implimentors in particular [2]. Developing this proposal in a place where many more of those people are to be found (and can comment/contribute as the spec takes shape) is likely to make the migration path much smoother.
