ARIA in HTMl5.1

Hi Steve,

In our ARIA call today (ARIA 1.1):

We are introducing aria-rowspan and aria-colspan in the ARIA spec. However,
when these are applied to an HTML table and a corresponding rowspan or
colspan exists the HTML attribute must win.

We are also introducing an aria-placeholder attribute. When it is applied
to an HTML element that has a placeholder attribute the WAI-ARIA attribute
must win.
