PF Decision on CfC): Advance Longdesc to PR

Colleagues:

Only mail in support of this CfC, and none objecting to it has been
received. Therefore, the request to transition the HTML 5 Image
Description (Longdesc) specification to Proposed Recommendation (PR)
status is approved as a consensus decision of the PF_WG.
