That is pointing to the wrong minutes.
The at-risk list was discussed first thing in the morning of November 15. I
could not find the minutes. Unfortunately the a11y people did not bother to
show up for this meeting so we could not have a discussion.

At this meeting, you stated that unless something changed, the focus rings
would stay on the at-risk list.
Apart from Rich, I as a spec editor and an implementor have received no
feedback on what the focus ring API is supposed to accomplish.

This does not contradict this.
Jatinder was the lone objector since he wants to take the feature out today
since it is not well defined and unlikely to reach consensus.
The decision was NOT that focus rings should be removed from the at-risk
list. It was that they should stay as at-risk.

Yes, Philippe did a great job listing all the currently known issues with
this API (although I'm positive there are more). Given this extensive list,
it is unlikely that this feature will survive CR unless we postpone it by
another 6 months
