[dcat] issue 13 - adding properties to dcat:Distribution - proposal

Hello again,

regarding issue 13 https://www.w3.org/2011/gld/track/issues/13

I suggest adding the following properties:
dc:title , dc:description, dc:issued and dc:modified

Notice that dc:license is not mentioned here as its addition is suggested in a separate issue: https://www.w3.org/2011/gld/track/issues/53

Are these properties sufficient? Do you think some of them are not necessary? 
Please provide feedback
