moving dc:license from dcat:Dataset to dcat:Distribution to support the scenario where different distributions have different licenses. This introduces redundancy when all distributions have the same license, as license description has to be repeated for each. However, having this property on the dataset level and stating that distributions "inherit" it contradicts with RDF semantics and potentially can result in inconsistencies. Therefore, I suuggest moving the property dc:license to the level of dcat:Distribution
