[dcat] Minutes of 2013-01-31 DCAT task force call

The DCAT task force used today's GLD time slot to discuss the status of DCAT and some of the biggest open issues. Minutes are here:

We've made some progress on getting shared understanding of ISSUE-8 and ISSUE-9 (how dcat:accessURL and the dcat:Distribution subclasses work together, and whether there's a better way of doing it), although we were not quite able to resolve the issues.
