can non-members join this mailing list?

Hello,

I've been asked whether non-memebers can join the public-gld-wg mailing list, my guess was yes (as it has a public in its name) but it has no subscribe option at  
http://lists.w3.org/Archives/Public/

the page at     http://www.w3.org/Member/Mail/  asks for a member login…

Probably I am missing something obvious, just looking for someone to point it to me…
