post-vote changes to best practices

Following the flood of +1's and a few serious concerns, some folks met 
last Thursday, as previously announced [0] to try to address those 
concerns.   The result is text that I'm led to believe everyone can live 
with.    I did some minor edits to make it pubrules compliant, so it 
should be ready for publication.

Here's the version that I expect will go out Jan 7 (modulo changing the 
date):

Note that the diff looks scarier than it is, because the Audience, 
Scope, and Background sections were moved to be after the Table of 
Contents.  This shows up as them being deleted and added again.

Also, the diff does not show up the alt text I added for the diagrams to 
make it valid HTML:

      * /Diagram showing six stages in sequence: Identify, Model, Name,
        Describe, Convert, Publish; and a backward arrow: Maintain/
      * /Diagram showing six stages: data awareness, data modelling,
        publishing, discovery, integration, use cases/
      * /Diagram showing five stages in a loop: Specify, Model,

Also, I don't recall us picking a shortname we wanted for the 
document.   It's been in there as "bp" which is too general for a 
W3C-wide name.   It seems to me "ld-bp" is a reasonable choice, 
especially given we went with "ld-glossary" for the glossary.   So 
unless anyone has a much better suggestions, we'll go with that.

In Thursday's informal meeting we agreed I'd send out this email on the 
19th and people could review it until the 24th.   Since the editors 
didnt get me consensus text on time, I'm sending this now.    Please let 
the group know immediately if you spot any problems.   In practice, 
objections to the text or this process can be handled up until Jan 6th.
