Hi all,

+1 to publishing the Best Practices document.

I acknowledge that there are issues (passive voice, tense, run-on sentences), but the basic material is solid.  There is never a reason to withhold documents with international authorship due solely to issues of English, IMO.  That action would be contrary to both W3C practice and academic norms.
