Updates to URI Construction BP wiki

Hi,
Just a heads up that I updated the BP URI construction wiki page by mostly restructuring for readability and clearly marking "@@TODO@@" in sections.  I'm planning to put some more meat on URI persistence section early this week so you guys can sanity check what I write before pulling into the BP editors draft.

As you know the editors are beginning to pull content into the of the BP FPWD this week.

John - Do you plan to expand on RPI URI draft content (i.e., format, add more content)?   Alternatively, you may just reference the RPI draft and leave it at that ... I don't know what you're planning.

Ghislain - you look like you have a working section on URI patterns that probably should be moved to the BP checklist section, yes?
