Thanks Richard for this useful addition.  

The best fit may be with the checklist we discussed in relation to vocabs, but as you rightly point out should be considered WRT to tools too.  I'm massage into declarative checklist items and ask you to review to ensure people can evaluate the risks appropriately.  Thanks again for the contribution.
