Updated draft charter

Hi all,

Following the discussions on this list on the indoor API, I have
suggested to Giri that we might be better off with a charter that
doesn't have indoor as a formal deliverable yet, assuming either that
the existing API is sufficient, or that we need more research for a
different approach.

As a result, I have developed the following updated charter (attached);
I would like to bring it to W3C Advisory Committee Review in the
upcoming few weeks, so please share any remaining feedback you might
have on it as soon as possible.
