Patent policy and XForms 1.0 Third Ed

FYI, I received word back from Ian Jacobs about the patent policy
statement in XForms 1.0 Third Edition.

The highlights are

1) The patent policy statement in the editor's draft is correct. It
states reliance on 2002 patent policy subject to W3C transition procedures
2) No patent disclosure request need be made beyond the patent policy
boilerplate appearing in the status section.
3) No change need be made to XForms 1.0 Second Edition as the Third
Edition document corrects the patent policy issue.

Technically, this means that the only thing we need to get cleared up is
the test suite and then we can put forward the third edition.
