The spec appears to contain a sentence which says "Dynamic dependencies 
are supported in UI bindings based on conformance profile."

I wasn't aware they were anything but required, and the conformance 
section does not call this out as being at the 'should' or 'may' level. 
Not even the offending sentence in section 7 uses the proper term.
