Re: Call for Consensus: First Public Working Draft of FedCM Spec

In github, Martin Thomson asked to change the PR text describing 
critical issues to "critical open issues that must be *resolved* before 
publication of a Candidate Recommendation," rather than "considered."

I support that change, as I believe it's consistent with the W3C Process 
transition requirements: the group "MUST formally address all issues 
raised about the document since the previous maturity stage."

We'll discuss the PR on the call tomorrow. I have heard no objections to 
FWPD publication.
