Re: Call for Consensus: First Public Working Draft of FedCM Spec

On today's call[1], we updated the language on the critical issue list 
to match that of the W3C Process:

"Note: The WG has labeled the following issues as critical open issues 
that must be formally addressed before publication of a Candidate 
Recommendation."

If we hear no objections by 6 August, one week from today, we will take 
that as consensus to merge PR 623 and publish the FPWD.

We also agreed on the call that once the FPWD is published, we will 
enable auto-publication of Editors' Drafts. (See [2]).
