Unfortunately, the W3C Recommendation process forbids the change of documents in the /TR/ space on w3.org. The mistakes you've identified are on documents in this space, so the only option we have now is to track them in an erratum document. This way, readers of the specs have a chance to be aware of them. And should a new Working Group update the SKOS specs, the issues will be available to them!
