I think (?) the idea of a 'namespace document' that has multiple media type representations, where application/rdf+xml is a minimum requirement, is a reasonable solution for RDF vocabularies. Unless you use # in the namespace URI references, since # semantics are content-type dependent. Or so I've heard... <ducks/>
