... but this seems like a good idea to me (?) ... which is why I started exploring doing something similar for SKOS Core.  I think (?) the idea of a 'namespace document' that has multiple media type representations, where application/rdf+xml is a minimum requirement, is a reasonable solution for RDF vocabularies.
