I'd say original purpose was a memo on how to put government data on the Web, so data.gov.* sites (preferably using data from agencies in a federated way and a Linked Data approach) could be properly done. For me, high level summary of memo should read: "best is to put government data on the Web as Linked Data" and then "and use it to build your data.gov.* this way."
