Multi-Channel Section rewiewed with a number o changes

Hi,

In this version:

- There is a clear distinction between 'access options' and 'accessibility'.

- There are some polishing and improvement of some paragraphs.

- The technical details about Mobile Web have been deleted.

- The digital divide paragraph has been improved.

- Also the reference to Web 2.0 services and social networks have been 
completed and improved.

- Some other examples of eGovernment services have been included with 
small ammendments in the text to extend the focus more to other channels 
and not only to the mobile devices.

Changes are shown in light blue.
