Sure When loading DCAT into Protege (v5.x.x), either from the Web URL <http://www.w3.org/ns/dcat#> or from a downloaded local copy, Protege will fail to import the Dublin Core Terms vocabulary. (See screenshot below.)  One workaround is to download a local copy and update the relevant owl:imports statement to point to <https://www.dublincore.org/specifications/dublin-core/dcmi-terms/dublin_core_terms.ttl>.
